The IP pool is to under DHCP.
You should use an address outside the DHCP pool to avoid duplicates.

I've set my Amiga's IP address to that of the computer in the other room (not currently plugged in), so I can't see why it would be blocking there.
My router maintains a list of MAC addresses and IP addresses. So if there suddenly is another computer (another MAC address) with the same IP address it could be blocked.

The light flickers now and again which usually means some sort of communication between devices.
Is there another computer (Windows PC) connected to the router ? Then it probably tries to refresh its Network Neighbourhood regularly.
