Differences between 3.5 and 3.9

I'm trying to figure out whether to run OS 3.5 or OS 3.9 on my system because I'm having a few troubles using both.

Firstly, how come 3.5 comes with a number of fonts (something in the region of 10-15) but I only seem to have 2 fonts in 3.9? Seems a little strange to me.

Secondly, the border around the icons (such as Ram Disk) doesn't appear in 3.5, it's transparent. But in 3.9 it's there again like it was in 3.1. Why did they put it back in? It looks a lot worse.

Both of the above points are pro-3.5 but I do have a small problem with 3.5. Because you have to install 3.1 first, when you upgrade to 3.5 all the icons for the hard drives, prefs etc. are the old 3.1 icons and they look crap.

At the moment I'm leaning on using 3.5 rather than 3.9. But I can't help but think I'm missing out on something by not using the latest OS. Plus, the icons don't look as good =o)
