Turbo OutRun uses the same hardware, but it's not the same engine. In so far as OutRun can be said to have an engine in the modern sense of the word. Some of the data formats will be similar from memory.

I'm not a fan of Turbo OutRun in terms of the arcade original. They made a number of design decisions that didn't deliver better gameplay. I did love the C64 version mind you!
