No. M1...M4 mean perform move instruction. You can see it in
https://www.nxp.com/docs/en/data-sheet/MC68020UM.pdf from figure 8-3 (page 8-5) and later. Perform has 2 clock duration.
I am considering the option when all instructions are executed from the cache
