It might be the Mode Promotion setting in IControl prefs. I think Megaball respects that.
The other solution here might be Overscan prefs to make sure DblNTSC/DblPAL are centered on the (emulated) screen. Not much point to the having the Dbl modes enabled when using emulation, though. Unless you need the Dbl Laced modes for extra vertical resolution.
