First of all, in the cover art for the later games, the two big exhaust ports on his right are on his chest, not his right arm. In fact, it looks like he
does have a right arm on T1's cover art, but it's just a tiny forearm that's embedded into his hip. As for the loincloth, look under his gun.
Anyways, say what you want about Julie Bell's art for the Accolade/Ballistic-published ports, at least it doesn't have a messed up anatomy:
