Image fx question

I was wondering if anyone here could help. I am trying to use image fx to create a cross stitch pattern from photos. I down loaded images from the company of all the different colours of floss for doing cross stitch and have an if file that is saved in 24 bit but has a only about 450 different colours. I want to take a photo and convert it to a colour map image with only 64 colours with dithering. I want image fx to pick the best match from the 450 different colours of floss. I just can't seem to get it to work. I want to finish with a 64 colour colour map image that I can pull out each colour one by one so I can create a keyword the cross stitch pattern. Any help would be greatly appreciated. Ps if there is another graphics program like adore etc that may work. That would be good too. Thanks
