Well the terminology has fluctuated a bit over the years, but how I would put it is AmigaOS covers all aspects of the operating system: Kickstart (core libraries required for booting up a basic system, stored in the ROM), Workbench (the main graphical user interface portion with all the various tools and utilities) and AmigaDOS (the underlying disk operating system, command line based stuff).

What this 3.1.4 update exactly will cover I don't know, but odds are things will be fixed and updated in all of these segments and thus require a ROM update. Could you just use an updated Workbench loaded from disk but stick with the old ROM? Maybe. But many of the interesting updates such as robust >4GB disk support, 060 support etc. kinda require the changes in the ROM.
