I think the question was misunderstood. Like RUFUS, I use Easy2Boot. They setup a USB thumbdrive to be able to boot from an iso. Yes, bootable ISO file on the thumb drive can be used to boot the system.

However, I agree with installing to USB if only for the fact that in my experience, a LIVE CD/DVD always seems to work better than an install in SOME (not all) instances, so booting from the ISO or physical media my not give you the same experience as a local installation. Or in this case a USB install.
