Contrary to the CPS (and almost all other tile based systems) the Neo Geo system has no background layers. Those need to be composed from sprites which is rather easy due to a certain flag in the sprite control data. Neo Geo sprites are always 16 pixels wide and up to 512 pixels high and the system is able to display 381 of them simultaneously.
