The arcade tiled data is stored in a format where a pixel is packed into four bits. This results in 16 colours (i.e. 15 + transparency) which is the same amount of memory you need for a 16 colour planar display version.
Converting all of them to 256 planar colours doubles the memory consumption because you need eight bits per pixel and you have still less colours compared to the arcade machine. You also have to add the horizontal flipped versions and a mask (which is another additional plane).
And I didn't even mentioned the sprites which can have different palettes.
