If HDToolbox cannot see it on the real Amiga, then another file system does not help.
Some CF cards just don't work on the Amiga's IDE. Try another one. Try it first in the Amiga. If HDToolbox sees it then you can use WinUAE to install it. If it is not seen by HDToolbox then all effort with WinUAE is just wasted time.
