Copper can do a change every 8 lowers pixels, cpu is twice faster (not sure for 68000, i don't remember movem timings).

If my memory doesn't betray me, the ST can do 3 full palette changes per scan line (= 48 colors).
I see no reason why the Amiga wouldn't be able to use the exact same tricks.
