No Amiga ever had more than 2 MB of chip RAM so most programs won't think to utilize memory beyond that even if some is available.

The 24-bit bus 020EC in a default A1200 limits the fast RAM to 8 MB. Z3 RAM (up to several gigabytes) is only available with a full 32-bit bus CPU.

Workbench takes very little chip RAM if you use a normal resolution, low colour depth and have no backdrops or fancy icons and stuff like that.

You can use FBlit and things like that to direct Workbench-related things into fast RAM, so that all possible chip RAM remains available.
