I've merged your new post with this thread, as I figured that it was supposed to be a reply rather than a new thread.
The FTP has served 150 gigs of data since November, with nearly 10,000 connections, so I'm glad that it's being used.
The only limits on the FTP are decided by the number of users online at once e.g. the bandwidth has to be shared by everyone. I don't impose speed limits, download ratios or number of users online, as I figure that I don't own the files and I used to get really annoyed with FTPs that displayed constant 'too many users' messages.
I just want to share files with people who want them. I also hate the term 'leecher', as not everyone has something to share in return for downloads.
