All high-end (and high efficiency) ATX PC power supplies have been using DC-DC for 5v and 3.3v rails for years. Any good power supply review will include type of PSU, group regulated or DC-DC, including scope shots showing quality of rails, including "cross-load" condition where +12v has very low load and high(er) load on +5v rail.

"Too" cheap power supplies have always been and probably will be total garbage.
