SECAM (https://en.wikipedia.org/wiki/SECAM) is the third encoding standard besides NTSC (North America), and PAL (Europe). SECAM was used in France, + colonies, and Soviet union / Russia.

The device does not show up in "game-controller" under XP's controlpanel. There is the "usb-thing-connected" sound when I plug it in though. Not sure how a "real" game controller would behave.
