7805 heating up could be due to a ceramic capacitor failing close to short.
You’d also measure less than 12 Volts at it’s input if that’s the case because the stock PSU can’t deliver much more...

The Sony encoder chip converts the RGB to composite,
and that is modulated RF, so any problem with composite
is present in the RF modulator output too.
