Check bottom side of pcb if there is no burnt track or cracked joint. Could be also a floppy power cable.

My friend can do it. He is in Poole. From memory he used to replace single pins which is better as does not stress the PCB. Will ask if he can do lga1155 socket.

When you measure voltage with DMM it will show 12V, 5V as the choke is not completely open circuit but high resistance - under load will give not enough. Quickest thing is to use tweezers to short...

Those resistors ar low value below 5 ohm and you will measure them as a short - it is correct. They are connected through caps to ground and as you said resistance there is correct. You are in wrong...
