KS 3.1 -> KS 1.3
KS 3.1.4 -> KS 1.3

but it will not work like this:
KS 2.0 -> KS 3.1.4

Since the recording material is a bit different it is not optimal to do that but in practice it works fine most of the time. A good HD floppy disk is surely better than a moldy DD. :)

No software can make it possible to boot games from DF1 if those games were hard coded to boot from DF0 and disable the system. I would say that would be the case for perhaps 90% of all games out...
