Yes. It's happened to me. I had to wipe the drive clean before the HP Tool would work. I then just formated the drive myself (Either Fat32 or NTFS) and then ran the syslinux command.

They are two different things. OS4.x is the PPC version of the OS. Winuae/FS-UAE can now also emulate the cpu's for those systems.
