Newsstands used to sell publications with C64 tapes full of cracked games. And they were perfectly legal in those years.

I custom-built my xbox for emulation like 10 years ago and loaded it with a lot of ROMS. Still works great as of today.

I think you can easily go with MAME and SNES.
