you can also create some python script with PIL that does the tiling, provided you give the tile dimensions. Just cut the image into tiles, and remove the duplicates if there are ones.

you can use my Pacman Amiga port source code and try to rebuild it, then hack into it. It's pretty simple actually (Mspacman WIP source code is better because it has blitter cookie cut routines too)...

Ah I wasn't aware of that version. If it exists then maybe it can run on a CDTV but maybe not. There's always the issue with cdtv.device sending unhandled interrupts when OS is off.
