You would have to lay the SCSI CF adapter on top of the motherboard behind a suitably long SCSI cable. Remember to insulate everything so that you don't get short circuits.

Try to reconnect the floppy cables, make sure that you don't miss a row of pins on either end.

Are you sure the later drives don't need it? I never verified this for myself with a newer drive. It was part of the original floppy drive spec, that the DC signal is only updated after a step.
