Really? Nowadays you get very cheap system-on-chip modules. Just look at The Beagleboard (http://beagleboard.org/), this certainly aint more expensive than Atom-based stuff even if it pushes nowhere...

Depends which WB version you compare it to I guess, 1.x was pretty messy.
And I wouldnt use a WB without tons of unofficial enhancements (New/def icons and a shell-replacement at the very least)....

Any game I ever played in WinUAE (full Pal res) has black bars (unless you of course mess around with scalers), which makes sense as Pal TVs are at best supposed to display 96.5% of the full height....

most (all?) games dont use the full vertical resolution, TVs dint display it either and games thus werent dependent on it.
Cutting off those 32 pixels wouldnt affect anything but running workbench...

Strictly speaking I wouldn't call that a PC tough, its barely more than a SoC (system on a chip) which there are tons of. ;)
Many PCBs just have more (external) connectors, eg. Beagle Board...
