Are there any domed capacitors on the board, or any fishy smells? Domed caps are a sign that the cap has failed and they can cause all sorts of weirdness on voltage rails.

The thickeners come into their own when you have large items such as computer cases and monitor housings. It would need a lot of liquid to totally immerse them, so a paintable gel was the way to go....
