SystemPatch: version 2.6 released

"SystemPatch changes several operating system routines to increase the performance on systems with newer 68k processors, the most that can be reached on 060 systems, but it can be used on Amigas with 68020+.

New compared to the previous version:

fixed a bug in the AllocRaster() that caused anonymous tasks to be un-promotable
added: RawDoFmt(), AllocRemeber(), FreeRemeber()
