it's the Ben Daglish format
this format is playable with XMPlay and Delix plugin for example (http://www.xmplay.com/)
or Deliplayer (http://www.deliplayer.com)

Just tried it with the Gamebase Amiga music collection. Works fine here too. Do you have all Deliplayer plugins?

Uade for the mother f&£Jin win! Someone did a command line port for windows. Plays everything accurately as it emulates Paula and a 68000! Plays just about every format of Amiga music known to humans

This totaloly works on Deliplayer, you probably lack the Deliplayer necessary for this format.

XMPlay plays them too with the Delix plugin:

This plugin allows XMPlay to open and play various exotic audio files originating from the Amiga computer. It uses the Starscream MC68000 library by Neill Corlett. The plugin "package" contains binaries assembled by the Wanted Team, the UADE team, Andy Silva and others.
No need to mess with command lines :D
