Yes, they did. There is a small post on Emuchina, all in chinese but the title. And the title says: "Tosec Download open"

Btw. do any of you know, if the isos are also back online (Sega Mega CD and others) .... I cannot find them anywhere :(

I believe they are not available. From what I've read, the arcade server was on (never went down) , and now they've put the Tosec roms back online. Sp I guess we will have to wait a little more for iso and console roms.....
