Download link for WinFellow are broken ; it use a redirection but now it didn't work.

You can instead use :

WinFellow's ideal if you have an old crappy PC that you want to emulate Amiga on.

I can only speak for the DOS versions but I always found the scrolling to be considerably better in Fellow than in UAE.

Is this the case with the Windows versions too?

Using a CRT monitor if you set your gfx card to 50Hz refresh rate (might need to use PowerStrip) then WinUAE with VSYNC looks pretty much perfect. Set it to 100Hz and it looks very good.

I don't remember the scrolling in Fellow or WinFellow being any different to UAE in any way for the same refresh rate.
